The differences between Research, Monitoring and Evaluation

What is the relationship between the notions of 'Monitoring' and 'evaluation'? Is monitoring an activity where we simply describe what we observe or measure and evaluation- as the word suggests- is an activity where we make value judgements( that go beyond description)? it is not as simple as this.
